| here's a follow-up email from Kevin after I sent him a picture of the controller: "Huh, is that a push button? They could just be using those emitters to give them access to a garage or a gate to a bus garage/depot or something. The emitters are typically always on, triggered by an automated vehicle location (AVL) system that knows when the bus is behind schedule and only triggers signal priority when behind schedule, or can be triggered manually with a push button. It must also be relatively new equipment (within the last 4 years I think) since it has the GTT logo on it the front." Possibly the worlds most powerful garage door opener! lol
